LA High School Students::The law gives Military Recruiters access to your information (names. addresses and telephone numbers) UNLESS YOU OPT-OUT

What is Opt Out? It is your legal right to notify your school that you DO NOT want the military to receive your personal info.

It's your choice. Don't let them harass you with endless phone calls and promises which may not come true! Go to the OPT OUT page for the print out form! Fill it out, make a copy, and get it to your counselor at school!

Opting Out must be done every school year. You need to do it in the first few weeks of your school year. Military recruiters do not give a balanced picture about what it means to join the military. They are salesmen. The more kids they get to join up, the more $$$ they make.

CAMS (The Coalition Against Militarism in Our Schools) is working to get the word out. We have a printable form you can use to OPT OUT right here. All you need to do is fill it out and get it to your counselor.

Here is the Reference Guide that explains LAUSD's obligation to parents and students regarding the Opt Out Forms.

OPT-OUT POLICY SUGGESTIONS- LAUSD
Human Rights Committee UTLA
November 2003
II Procedures which comply with Federal/State Law and Board Policy

A. District Responsibility Regarding Information to Colleges, Universities and the Military
1. Send out the letter directly to parents/guardians of 17 and 18 year olds around August 15th so better reach the off track students and allow more time for a response (one and half months).
2. Include in the letter, a flyer from the HRC which gives the right to privacy information and, contact information for local and national organizations providing information about alternatives to military enlistment such as the American Friends Service Committee (AFSC), the Peace Guides, Coalition Against Militarism in the Schools, etc.
3. Have the Board Memorandum available to parents and the school community on the LAUSD web site.
4. Revise the student Emergency Card to prominently display the form which enables parents and students to “opt-out” of directory information releases to military recruiters (as adopted in the Santa Cruz School District).
5. Allow students or parents to change their “opt-out” card by requesting, completing and submitting a new form at any time throughout the year.

B. Parent/Guardian Responsibility
Return the English/Spanish “opt-out” letter directly to the school on the date indicated. Request translations in Armenian, Chinese, Korean, Russian and Vietnamese at schools if needed. After the Emergency Card is revised, “opt-out” can be requested at the school at any time.

C. School Responsibility
1. The school administrator is responsible for ensuring that all parents/guardians are notified of their rights to withhold directory information and keeping the school SIS records accurate and current. Upon entry into the school, every student should be informed of their right to opt-out. Distribution of the Parent-Student Handbook and the Superintendent's letter are the appropriate means of notification.

2. School Administrator will also pass on the information to the school administrators, counselors, and parent coordinator/center. A Discussion Meeting to be held to discuss the implications, alternatives and to answer questions.

3. Military recruiters who sign an affidavit indicated the planned use of student lists will continue to be charged a fee to assure cost reimbursement for procedures mandated by the NCLB. Additional moneys to be used for nonmilitary programs and literature alternatives.

4. Revision of the Letter REQUEST TO WITHHOLD DIRECTORY INFORMATION FORM (will attach this afterwards).

Develop a standard procedure for campus access in which all institutional recruiters requesting campus access shall submit a request in writing on official letterhead at least 3 weeks in advance and that notice of their presence will be available to the public at least 2 weeks in advance on either a school web site or an administrator calendar which may be accessed by a phone call to the school
